Tan only needs a single point here so gammons are useless. But losing a gammon is very costly so the right move may be very different than for money play. I think here I just quietly make the two point and hope he doesn't roll a 6 to escape. As long as tan holds the anchor his chances of losing a gammon are small, and I think there are some winning scenarios after making that play.

Hitting loose and abandoning the anchor with 8/3* 23/16 works great when it works, but when it backfires tan is on the express train to Gammon City. ATS I wouldn't play that.
