Suppose that you take a game which is acknowdged to require a great deal of skill. Perhaps go or chess. Make a new game with the following rules: 1) Play that game according to the normal rules. 2) Then through some random process give the winner of the normal game a 50.01% chance of winning the contest and the loser a 49.99% chance.

Clearly luck plays a tremendous role in who wins an individual contest. But what about skill? The strategic choices are exactly the same as the original game. Should it also therefore be called a game of skill?
