As best as I can remember, bots have always been more willing (on average) to counterslot the reply than they are to slot the opening move (i.e., consistent with your impression).

For example, according to a collection of old Jellyfish data I have, a 7200-trial rollout of 41$-51 is [$ S8], while opening 21 is [S $12] (the latter in line with early version(s) of Snowie).

However, in fairness it should be mentioned that Snowie-4 is 41$-51 [$ S1] ~20, yet opening 21 [$ S8] ~80.
