That's a cute idea. The problem is that it's not immediately obvious how bad it can be to get a black mark on your record.

Suppose it is the finals of the tournament. Player A has a clean clock record but Player B doesn't. A effectively has an infinite amount of time on his clock. This is a huge advantage, maybe insurmountable. All A has to do is play extremely complicated games, deep back games that go on for hundreds of moves. A can take all the time he wants, but B will have make almost every move in less than 12 seconds.
