Ten checkers in the zone when Black has no new points made anywhere is strong, often indicative of a pass. In the defender's favor is the fact that Yellow's board is temporarily relatively weak, with only the 6pt and the 2pt made, and Yellow has three checkers that are relatively far back. (If Black's blot were on Yellow's 1pt then its relative inaccessibility would also be a plus, but here it's not deep enough to be sheltered.) That's not much compensation so technically I think this is a pass.
In a chouette there are further considerations. If you're on the team trying to decide whether to take then you'll need to judge the relative strengths of the captain and the box. Is the box going to play the blitz well? Is the captain going to defend well if the opportunity arises? Similarly if you're in the box you'll need to judge your own ability versus the captain's; if you're much stronger than everyone else then there's added value to trying to stay in the box.
