Timothy, some years back, when the switch from analogue to Bronstein clocks started, the number of Bronstein clocks available was the big challenge. Analogue clocks have always been readily available, either directly from the players (many former chess players) or you could borrow from a local chess club.
A few tournaments were held, using clock-rules that combined analogue and Bronstein TC, in order to fix the problem of not having 32 Bronstein clocks at the TDs disposal: All players started out with simple analogue TC, 5 minutes per point. If a player ran out of time no penalty was given, but the TD then introduced a Bronstein clock in the match (y min/remaining pt + x sec/move) - if the player ran out of time again, he'd loose the match. The other player got his remaining analogue time added to his bank time in the Bronstein TC.
To me, it's sort of the same thing you're suggesting. Only apply the clock to the matches/players that need them. But the big question is: Why not just add the clock to begin with? If you play fast enough, it doesn't matter, if you play slow, why go through x% of your match/tournament, before any action is taken?
