I don't really follow that reasoning. This is not like using an analog chess clock. No one would need to be monitoring the time. At the end of the prescribed time period, either a (digital) clock would be required or it wouldn't be. The easiest way would probably be to simply set a timer for the prescribed period. So, for example, the timer goes off at 30 min. If x points have not been scored by then, the rest of the match is clocked (at 2/12). It might be necessary for the clock to go off again at 60 min., etc., depending on match length.
