"ALWAYS put a clock on the last match to start in any given tournament round. This is the match furthest behind at the current time. Clocking this match is not picking on any known slow player. It is singling out the one match currently holding up the tournament."

That is possible, though clocking every match does this also.

Be careful in thinking about "the" match that is holding up a tournament. I pointed out once to the TD (I was waiting for matches to catch up to my position) that a couple matches were behind schedule and the response I got basically was that since no ONE match was behind neither was actually holding up the tournament.
