ALWAYS put a clock on the last match to start in any given tournament round.
I used just this approach several years ago when I was directing weeknight club events. We had two (Bronstein) clocks, one for each flight. I usually made an exception for new players on their first visit or two with us.
It was tolerated pretty well; nobody had to use a clock very often, but everyone eventually got a reasonable amount of clock experience. This later paid dividends for more than one of our players when they went to ABT events and found it desirable (or necessary) for whatever reason to play with a clock.
One interesting side effect was that pretty soon, everybody in the club started playing at a reasonable pace, even when they weren't clocked. Our average tournament got shorter by an hour.
