Tough choice.

18/11 seems to gain the most when it works, but leaves the most hits and the most hit & covers as [63 64 33 66] 6 rolls are all pretty bad. 9 & 10 seems wrong to me with [66 63 61] 5 rolls being bad and not much to cover with. That leaves 13/6 which leaves only [11 31] 3 rolls as hit & covers, but could be awkward unless Blue first safeties the blot and then throws a quick 55 or 66.

I'd probably try 18/11 but hardly certain.
