In position 1, both blots are utg unless blue enters on the ace point. In position 2, blue can enter with the three without being utg, but if he moves up to the 21 he's utg. In position 3, blue can use both halves of the roll to enter on the 21 and still not be utg.

So I play 1) bar/24 13/10 2) bar/22 6/5 3) bar/23

Without seeing them right next to one another I don't know that I'd make the same assessment.
