Is it acceptable to keep your opponent waiting while you shuffle your checkers back and forth looking at every possible resulting position?
Yes. Would you feel better about it if no checkers were moving around and they were simply thinking? I think you would. You seem like the type of person that is more annoyed by the moving around of checkers and the other player looking at moves that are obviously wrong than the actual time it is taking them to do so.
Should there be a time limit on making moves and, if so, how long is reasonable?
Of course there should be. What is a good time setting for online I don't know. I don't play online for money and there are many issues when trying to impose time controls online. I know some sites already have settings in place you can choose from. For me, playing as little as I do on sites like Gridgammon or SHG, I couldn't give a shit how long someone takes. If they take 'too long' in general for no good reason I won't play them again. It would still be a nice option to have on these sites for people to practice for live play with a clock, managing their time, etc.
