My point is that world class shouldn't include 10% of active players. It should be a small elite.
I think we need to keep in mind that what you consider "active players" represents only a tiny fraction of the people who play backgammon. I would bet that number is in the millions world wide. I would bet that one player out of every 100,000 that play the game world wide can average below a 5.0 PR. That seems like a small elite to me. It just so happens that those people are amongst the tip of the iceberg of this population that hang around backgammon tournaments and forums.
It seems to me that we have the notion of "Giants of Backgammon" that in theory should represent this small elite. Of course, there is always the debate about whether some on the list are deserving and whether some not on the list are more deserving. Regardless, it seems to me that a reasonable definition of world class would be someone who plays at a sufficiently high level to deserve inclusion as a Giant.
I think we also need to keep in mind that this is a moving target. 10 years ago, there may not have been more than 25 players capable of averaging under 4.4 on Snowie. That definition of World Class seems perfectly valid for the time. Today, there are many more people who have been able to attain that same high level of play.
