I don't buy your chain of reasoning. Xavier defined a new system (PR instead of ER) and refused to even report the Snowie ER. So he was hardly anxious to make sure his product lined up nicely with Snowie's; quite the opposite. GNU predated XG and introduced not only a different error rate but also a significantly different definition of "world class," etc. Xavier had a choice when setting up his definitions, and I'm sure he was aware of the implications of setting the bar too high or too low.

By the way, my impression is that GNU's definitions of "world class" and "expert" are fairly close to my own intuitive definitions of the words. Its thresholds for "intermediate" and lower divisions, however, are too demanding. I'm not sure what I think about "advanced."
