Unless I've miscounted, you get hit just as often on your 16 or your 18 point. On the 7/36 rolls that miss, you do have more numbers that safety the blot from the 16 point (I believe you have 25/36 such numbers instead of 17/36), but on the 29/36 rolls that hit, you're in much better shape with a made 4 point on your responses that return hit on your 20 point, on a new blot in opponent's outfield, or on opponent's blot on your 9 point.
