60 minutes of action sounded low to me, but maybe you're right! I believe the referee will only stop the clock for injury time, excessively long substitutions, and deliberate delays of game. Anything else?

Then "no action" time with the clock running would include (1) between a goal and a restart (2) between a foul and a restart and (3) between an out-of-bounds and a corner kick, goal kick or throw-in. Anything else? Oh, you could also count the few seconds of no action that often occurs when the goalkeeper holds the ball.

Figure maybe 3 goals, 30 fouls, 30 throw-ins, 10 corner kicks and 10 goal kicks per match? Then figure ... perhaps 1 minute per goal, 10 to 30 seconds per foul, 10 seconds per throw-in, maybe 15 seconds per goal kick and 30 seconds per corner kick? That's adding up to 25-30 minutes of dead time per match.
