13 point is not worth anything for the next couple of shakes anyway, so you'll clear it within a roll or two no matter what.

It's the best racing play.

But most importantly, I think if you cover and slot, you're very vulnerable towards black hitting loose on his deuce-point - if you hit back from the bar, you have no hit and cover numbers, and you have a long way before the cover checker get there. I know you have a point less in the board, but after 2 down you'll have many hit and cover numbers, and you'll have a lot of blocking potential if you hit. I see it as the more offensive move even though it doesn't make the 4 point board.
