I believe that the rules allow the tournament director to change virtually any rule he believes necessary to promote fairness and good sportsmanship. If the rules do not state this, in my opinion, THEY SHOULD.
If I were the director at a club where people were suspected of cheating, I would require the dice tube or baffle box. If I were director of a club were several people were constantly throwing the dice on the floor or throwing a lot of cocked dice, I would require a baffle box or dice tube. Or I might even assign a person to roll for both players. I believe that is all within the rights of the tournament director. And if the club players support the decision of the tournament director, all the better.
If we use Gregg's interpretation of the rules which describe a legal roll, then all rolls are not legal when a clock is used, as the current rules require each player to end his roll by picking up his dice. In other words, it is obvious that if we add clocks, rolling tubes, baffle boxes, or other innovations and additions to the game, there must be a reasonable attitude toward the interpretation of the rules as it does or does not apply to the use of new equipment. The rights granted to the tournament director, I believe, apply to these adjustments.
