The time conrol would have to be very short to prevent me from manually inputting a position in bot software, if I were so inclined. And I've no doubt that serious cheaters could (and have) automated the process.
TMG, where I have not played in years, has time controls of 20 seconds per move and some minutes per game/match. My recollection is that those controls served no purpose except to guarantee that when your opponent "disconnected" in a lost position, you wouldn't have to wait more than a few minutes to be credited with the win. But I don't know how much shorter the controls could or should be (I see jdg suggests 10s/30s) without unfairly penalizing players for disconnects, server delays or other interference beyond their control.
