"This could be done only by federations. - for tournament attendance: find a more skill related mode of play : for example why not a tennis like format ? the winner is not the winner of a 21 points match but the best of 7 points match in 3 or 5 sets ?"

Adjustments like that might make a very small difference. If one really wants to make it much more skillful game and keep the time to play it constant then a bit faster time control helps a little also as the match length could be a little bit longer. To make a big leap in this area does anyone want to use variance reduced results?
