The "historical" reason that comes to mind was also mentioned in the same thread Timothy linked to, and that is that it was observed that with Snowie's method of calculating error, it was possible to manipulate one's error rate by pointlessly prolonging games the outcome of which is already decided. Doing that increases the number of moves, and thus lowers Snowie ER, but no skill is involved in choosing a best play in them, because there is no best play. So the idea was -- with Gnubg's method of calculating error -- to not count moves in which there is no opportunity to err. If such moves are counted, that seemed to be giving a player credit (that is, a lower ER) for not making errors when no error was possible, whether the player was on the bar and danced, or had a play that could not be played wrong.
