I think you want to split if your opponent has a loose builder, because you may pick it up in the resulting exchanges of hits, and also it becomes more important to make an advanced anchor. After the stack play (13/8 24/20), the natural way to develop is to hit, so better to avoid targets.
Another issue is how you hit. If you use the spare on the 8 for the hit, I think there is more incentive to bring down from the mid than if you hit from the 6.
Finally, if you can bring a builder down that is 6 away from the slot (e.g. 13/11 6/5* with a 21), that is particularly strong, giving good 6s in an exchange of hits.
I hope some others will expand on this - opening plays are not my forte.
