Yes, there is a huge difference between the 20pt and 21pt anchors.
Correcting another misimpression: Other things being equal, it is better to be split to the highest available point in your opponent's board. Exceptions can be found because of the breakdown of specific numbers, but the notion (which I'm sometimes appalled to see spoiling the analyses of experts who are too lazy to find the real heart of the tradeoff) that it is better to start the lower anchor because you lose less when that blot is hit and the point subsequently covered... that addresses only (the lesser) part of the equation. First of all, you usually rate to win the battle for the key point/anchor; secondly, your blot is in better position to cover when your opponent doesn't hit it, and if you don't cover it is in a better position to run to safety, perhaps even link to a builder in your own outer board.
