Yes, there is a huge difference between the 20pt and 21pt anchors.

Agree - most of the time. And the 20 point will also generally get gammoned less in addition to winning more. But there are also exceptions that are strategic rather than purely technical. Much of the value trade-off also depends upon the race.

High anchors give you a strong, flexible defensive position that is immune to priming and covers the outfield. But depending upon the state of the race it can serve two other purposes. If you are ahead or if it is relatively close and you might move ahead with high doubles, the anchor allows you to wait until it is safe to disengage and run. If you are behind, or if you might later wind up behind, the anchor allow you to wait for a potential game winning shot when your opponent is forced to break.

In general, the 20 point anchor will serve both objectives best. Better escaping chances and better outfield coverage for a later shot. That is why it is so powerful. However, this breaks down when comparing the 21 point anchor with a gap on the 20 point as compared to the 20 point and no gap in front of it. When sufficiently behind in the race (meaning you're not really worried about escaping), and when the opponent's prospects of naturally making the 20 point are not great, given the choice, you are generally better making the 21 point retaining the unlikely to be filled 20 pt. gap rather than making the 20 point.
