It's got to be H because I didn't even see 6/1* as an option at first. However, you're right that the rules that Nack has publicized don't seem to address this question unambiguously.

I have to admit that I've sort of given up trying to track all these rules once it became clear that Nack didn't consider it a priority to lay down a set of rules suitable for programming into a computer. The S/Z issue that I complained about early on was the first intimation of this, but questions like yours illustrate how ambiguities will continue to arise if a comprehensive formal syntax isn't designed from the start but is allowed to evolve organically.
