I'm not sure that I follow your logic. It is the use of "assumption" (see section 6 of the tutorial) that operates by human judgment, but assumption is only an added convenience. It is not necessary for Nactation to work. It seems to me that for any play, a Nactation character can be determined by a set of rules and on those grounds is programmable (if someone were to deem such a project worthwhile).
The stumbling block is that for the trickier situations operating systems fail to distinguish lower-case and don't accept italics (at least as far as file names are concerned), but that's another issue.
Sorry that you're still offended by the S/Z convenience clause, but consider two aspects:
(1) A computer is capable of following a rule that states that S splits with the larger number or only number that can split. There is no ambiguity, and it won't explode.
(2) You can still use Z if you choose to for plays like opening 13/11 24/23 (i.e., 21Z instead of 21S), and it will be unambiguous.
