The word "Limited" must mean something, yes?

Whatever the published standards are for Limited, or whatever the director thought his standards were the moment right before he found out he had one more player wanting to enter his filled event, must be upheld for reasons of integrity.

First of all, the place to start is to publish on the brochure that entry is limited to 32 players (or whatever). Then nobody can be upset if the event fills, and they are aware that procrastination in registration can have its consequences.

The potential solution in the situation described is to seek volunteers amongst the entrants in the Masters who are both eligible and willing to drop down to Limited.

While it doesn't gain rakes, it is still nice to try to find ways to make everyone happy. So if there is sufficient time prior to scheduled start, there may be players willing to pay half the entry cost and play a short qualifying match. But a director should not screw up the schedule and knowingly create a problem where people will have to play late just to shove in a few full price anti-byes at the last minute. Good luck convincing people to come back the next year. It isn't worth it.

Another solution is to ask the latecomer how much he is willing to pay for a spot and then ask the registered players if they are willing to be bought out. I have actually done that myself. Bill Davis always fills the Grand Crystal Beaver (Masters) event at his tournament and he actually shows in advance who is registered on his website and when it has filled. I looked at the site, saw one spot open, sent him an email and booked my flight. I learned the next morning that someone else had beat me to it that same day but it was not yet reflected on the site. (This was like 2 months prior to the event). Since I had the non-refundable plane ticket and was going to be there all night with nothing to do, I offered to pay a premium if someone else would give up the spot. Someone took the cash and gave up the spot. Well, at least one person made some money from the arrangement.
