You've got to remember that there are a number of reasons to play in the championship level of the Open that do not include skill: clocks required, the opportunity to play against the best in the world, etc., at a reasonable price difference (e.g. $400 vs. $200) and with three losses before you are out of the tourney (lots of guaranteed play for the money).
Compare this against a more expensive jackpot against the shark pool where you are one and done.
Entry into the championship open should not automatically preclude entry into the intermediate jackpot. You have to give the tourney directors discretion as to who to allow into to shallow end of the pool.
