Dealing with sandbaggers

I don't know if this is feasible, but what about having a policy that says:

"If the Super Jackpot is oversold, you may be asked to play in the Limited Jackpot instead."

For example, suppose the SJ is oversubscribed by 5 players when registration closes. The TD (with help from "advisers") goes through the list of 37 and finds 5 weaker players to play in the Limited instead. If there is a different entry fee, those players would also get a refund of the difference.
