All sounds good but you didn't address a couple of areas of concern.
Vegas as an example. Say they cut off rebuys to have exactly 64 winners. Should some participants have been able to buyback twice while others have had no chance to buyback?
NYC as an example. Should the rebuy cutoff be a specific time or a specific number? With a specific time you may end up with 33 winners, as they did -- though it was solved by a withdrawal/forfeit. With a specific number an announcement could be made at the beginning of play that x rebuys will be accepted. Therefore you can have an even bracket of 32 or 64 rather than odd number of 34 or 67. A subjective decision can be made in advance if it is likely, based on the number of players, and/or worthwhile to exceed an even number of 32 or 64 winners. If you project 33 or 34 at best I think you cut if off at 32. If you can reasonably project 40 or more, maybe you leave it open. Just thoughts.
