White's position is a little worse than a 5-roll position so his EPC is a little over 36. If you're a member of Gammonvillage, read the late Walter Trice's June 2008 article. It tells you how to estimate EPC's for almost n-roll positions like White's. Per this article, Walter would recommend adding a 1 pip penalty to White's EPC which makes it 37.
Blue's position has very little wastage. Another of Walter's GV articles mentioned that (IIRC) the minimal wastage once you get down to a few checkers left was around 5 or 5 1/2. That suggests an EPC of 40 or so for Blue.
Another EPC tool for Blue's position can be found at the linked article below which is from Kit's site. Subscription required to read it BTW. It gives an EPC of almost 41 for Blue.
As far as the cube action, Walter sez the trailer's point of last take occurs when he trails by no more than n-3 effective pips. Since the leader's EPC is 37, n = about 5 so Blue could take if he trailed by 2 or less. He actually trails (if my estimates are correct) by 3 or 4, so it's R/P.
