The race is important here. Because you are behind in the race, you would like to retain contact by staying back. Keeping the 21 makes it more difficult to play behind the anchor while waiting for clearing doubles than if you switch to the 20 point, so you should look at keeping the 21 point.

I think it is a complicated play, because you also need to decide what to do with the third checker. Keeping that in the home board can hinder your opponent. For example, if you play 13/6 (my OTB play), than the checker on the 20 point may gain us additional shots, and if it is forced back (point on head) than that may be better for us that if White makes the 5 without sending anything back. Another play to look at is 21/20 13/7, which looks to secure the 20 anchor and keep the blot on the 21 back as a 'sentry'. This is a bit similar to the 13/6 play, but the sequence in which you'd get pointed on and enter on a low point is a bit better. I don't like to have both my spares on the 7 though. For me, it is between these two plays, I don't like Neil's 20/13 that much as it loses too much contact for my taste. On the other hand, bringing this checker around can help build the offense.

So 13/6 or 21/20 13/7 for me, and in both cases, keep the structure on the 20 and 21.
