First of all, I completely agreed with OP. I never understood why TDs didn't prepare in advance and used some sort of computer program, webpage anything to handle their tournamets. It's far from rocket science to build such a tool and once done it would be just as easy having the TDs put in results in that system, as having them update brackets on a board.
And the internet result service would be close to free of charge and additional work.
The input could be done through a regular web page - nothing fancy, or even programmed to be handled by iPhone and/or Android devices. The latter allowing several TDs to enter data simultaneously from the playing area - also allowing to enter scores from during the matches. Time tracking for matches could be supported this way (you have a score and a timestamp for each update), so if the TDs crawl the tournament floor once every other hour, the software would easily spot matches taking too long. Matches that are in danger of hanging up the tournament would be easy to spot as well, notifying TDs of a potential problem, allowing them to easily force a clock on those matches.
Now you have the USBGF - why don't they make it a priority to get tournament control software developed (and host it?), so that all TDs running USBGF sanctioned tournaments could use this software? It would be super PR for the federation, and a good and valueable service for it's members. Finally rating of the matches would be done automatically. In the DBgF we have this service for the team leagues, where around 95% of the individual matches are rated automatically (600+ players playing 4000+ matches). Results are online the same evening a match is played - or the day after, and matches are rated instantly.

Chiva - regarding your single division suggestion. I'm not sure it's such a good idea. You have two different scenarios where differentiated entry fees are sought:
1) Players of different strength playing. [Eg. newcomers not seeking to get crushed by a BG GIANT]
2) Evenly matched players having a different idea of the optimal entry fee. [Eg. strong players wanting to face the best in the world, but doesn't feel like laying a $1000+ entry fee because BG is their hobby, not their profession].
For scenario #1, your suggestion is initially OK, but partly end up failing. Because the beginners will be forced to play the pros before they reach the money. It would be a bad move equity-wise for them to play. For the few players wanting to take a shot at the big leagues for a smaller fee, it's perfect. That's borderline to scenario #2. So considering #1, you'd be better off with different flights.
Re: #2, it looks like a take. But. If you are to gain anything from this time-wise, you need to make all the players play from the beginning of the tournament = you'd end up having the highest paying entries playing each other in the first round. I don't think that's very desirable. If you mix it up, having the winner of a low entry, playing a mid entry for a spot against a top entry, then the setup would be as close to the one you've seen at the DBgF Nordic Open for years now, with 1/4 and 1/2 entries being played before the official tournament draw. (and satellites for such entries being played the days before).
So, I think simply allowing 1/2 and 1/4 entries and mini-jackpot satellites to be played before the tournament draw, is the best method.
However, there's a model we've been using at a couple of tournaments in DBgF that you could consider: Floating sidepool. Any player can enter the sidepool for any amount (s)he likes. The winning player collect sidepool entries up to his own payment the next best player with any sidepool left, collects from there on, etc. JUST like multiple sidepools in a poker hand. Only one thing to note here, if the sidepool payouts get too high compared to the regular entry fee price pool, TDs must be alert to any unsportsman like settling going on. Noting all sidepool entries on the draw sheet would make every player in the field alert to any soft spots. The key really is to have an entry fee of some size, to make sure that the majority of the players entering would not more than double that fee.
