It's not that hard, really.
And the people at USBGF should be the ones to do it (or initiate it, maybe pay someone a nominal fee for doing it.
It would save the USBGF a lot of time rating the matches afterwards, and it would be a very nice advertisement for them, to see more and more tournaments being "reported" and run uniformly, sporting the USBGF logo on the result pages!?
I don't know what financial setup USBGF seeks, but they could either put the service at their member TDs disposal for free (part of the value they provide), or they could "rent" the software and web-space to any TD for a small fee getting reimbursed for the expense over a period of 2-3 years?
If you cannot get some backgammon playing enthusiast with computer skills to do the work for a cheap price (or free), then you could consider using something like TopCoder or a similar competition based service!
