I think it helps to look at the question "who should be denied entry into the Intermediate division". Certainly the answer to that should not be "anyone that has entered the Championship/Open flight". Surely for many people, the decision to play Championship is a personal choice, not because they are so good that they should no longer be permitted to play Intermediate. Sometimes directors will actually ask a borderline player to drop down to make the numbers nice. So the must-play-Championship bar is surely somewhere a fair amount above the bottom 0% of the Championship field. And to me, wherever that bar is, the must-play-Masters bar should be higher.

I would estimate that the bottom 20% of a typical Championship draw should be permitted to play Intermediate if they were so inclined. By the same token, the top 5% of the typical Intermediate draw is probably players that are sufficiently strong that they should not qualify to play Intermediate at all.
