I vacillated here for a long time between 24/18 and 13/7. (21/15 just seems wrong; we want an advanced anchor and giving up our 21pt slot is therefore costly. Just because it's GS doesn't mean we have to avoid leaving more than one blot.) There's a Trice article on GammonVillage that points out that when we have a choice between 24/18 and 13/7 in the early game, a race deficit will usually tip the balance in favor of 13/7. The idea is to focus on priming rather than racing. On the other hand, especially at GS I would like to split the back checkers and fight for an advanced anchor. I'd play 24/18 but I won't be shocked if 13/7 rolls out slightly better.
