A few observations.
The structure looks fine, but I wonder whether you've considered using XML as the format for position info. Gnubg's sgf format could do the same job I think, and is already open, but it hasn't caught on. XML would be open, and could also be used to access the database with, for example, a web browser, which might give it some other uses. Would an XML structure be too slow to load into a program, with much unnecessary parsing?
Your structure doesn't seem to be specific to opening positions. It could be used for any position, which I think is a good thing. But if you were particularly targeting opening positions, you might want to include a reference to preceding positions.
The structure only holds one rollout for a position. This is fine for a bots' opening book. More generally, power users are likely to have several rollouts of a single position. If the design is intended to be generally flexible, then you need to allow for this. I realise that this gets away from your stated objective of a set size per record.
