Hi Xavier,
great idea. I personally are dedicated to standards and portability for +20 years so I will happily support this format.
Some things that come up in my mind:
ROGames : Dword; why use DWord instead of integer? 2,100,000,000 seems sufficient to me :) or do I overlook something?
Random stuff. Shouldn't be one indicator added which RNG was used. Gnu and BGB support different RNG (I'm to lazy to check this for XG (must boot windows :) and no idea about Snowie) but I think this makes sense. 0=platform default 1=Mersenne 2=random.org 3=...
Regarded to the format: I understand the point of Ian, Marty and Keith especially human readability and handling Endianess is an issue (but easily solvable. For pos-files you have to solve it on e.g Power-Macs or SPARC anyway).
Personally I like XML not to well because of it's verbosity and sometimes excessive use in the IT, so I would prefer JSON (simple and fast) if an plain text format should be used but I can live with anything, I would only opt against more "advanced" XML stuff like XML-Schema and the like.
Again: Great idea.
