I agree with what you are saying. The vast potential is indeed the recreational, social player. Create a million of those and you'll by sheer numbers get 10,000 competitive players.
But I think a problem we have these days is that children are no longer very dependent upon their parents for entertainment on nights and rainy days like they used to be. They have video games, computers, cell phones, 500 channels of Cable TV, etc. They don't want to be told to put down the game console and come play a board game. When I was young, I'd be begging my parents to play a board game because I had nothing else to do. No more. Why do many kids learn chess? Because they are taught in school, and they get to play with their friends. Then they come home and might be interested in playing with their family or with their friends during play-time. And they'll go to college and discover many others that also enjoy the game.
I'm all for any approach that will grow the game. I think all of these angles are worth pursuing in parallel.
