Thanks, it's a good point. One observation that I'd like to make that I have no empirical data for, but just based on my perception of ER's over the years - is that among the socially competitive players (ie. they may play competitively, and not for money) the average ER of this class of player is dropping at a faster rate than the average PR of all the Experts/WC players (open division). There is only so far an Expert/WC player can go - there is a limit.
I could see the implementation of the Holland rule as a new edge (not sure how much it would be, but probably not much overall) for the high end players to get over the rest of the field.
For this reason, if someone decided to accept (I hope they don't) the Holland rule, I would want the same thing that is done with Crawford - force all the divisions (in live events) to use it. If you play with Crawford you play with Holland. The more that the less experienced divisions play with the rule, the better ready they will be when they are forced/decide to move up in divisions.
