Tough problem. I'd play 13/10(2) 24/21(2), despite the score. Black has a strong priming threat, so you need to make a move with your back checkers in the very near future. If you make the 4, you hope to split next (Black probably making a point in between) and then get a favorable exchange of hits. But you may not be able to split, you may get pointed on, or you may fail to hit a return. If you play 24/21(2) 13/10(2), you solve the problem of moving the back checkers, and can then work on adding more points in the prime next. I believe this is very slightly better than making the 4-point
