I think you have summed up the situation quite well.

Focus in any educational program should absolutely be on games without the doubling cube and match-play with or without the doubling cube, with match play of either kind being the standard for competition.

Even the Islamic world which abhors gambling sees backgammon as a socially acceptable game, and tournaments as potentially acceptable while heads-up money play is strictly prohibited. As noted recently, the laws in Denmark were recently changed to make the same distinction - backgammon is an allowed skill-game in the context of match play.

Yes, we will have a clear bit of work dealing with the ingrained phrase of "money games", particularly as it is coded into every piece of software and books in writing. Perhaps the approach should be to not try to hide the existence of this aspect of the game, but to sideline it; make it as "not the mainstream". The overwhelming number of backgammon players in the world do not play for money and that should be the focus.
