In Excel, it seems to work to type an apostrophe before the letter you want underlined, then use Ctrl-u to underline it. For example, typing
21S-11 [e E8 'E11] ^62
...will give you
21S-11 [e E8 E11] ^62
(If the underlined character is at the beginning of the line, the apostrophe disppears. Otherwise, go back and remove the apostrophe, and even with it gone your character will remain underlined.)
If that's not the result you're after, please explain again.
