I'd anchor to cut down on double-hitters that start high points in the board. Also, we are likely to end up with 4 or more back checkers. If we have the 21 anchor in hand, we can win in a lot of ways, going forward, sideways or from a backgame if we make the second anchor. If you don't make a high anchor, you can just get blown away without defense.
