I would probably consider a Novice division with no entry fee, and a *small* portion of the Open and Intermediate fees be used to subsidize that group.

If Open and Intermediate players are not for this arrangement than maybe the Novice division doesn't have to have any money on the line at all and they can just play for club points. Once they advance their skill level and feel they are ready for paying into an event they can move up to Intermediate.

I don't believe that all Novice players have the goal of making money. Either they are learning the game, or are happy to be social.
