The US Chess Federation does something like this, with club tournaments feeding the rating system. One issue that comes up is that everyone playing in the tournament has to be a USCF member. You have to being rated players to be able feed the data to the system as both players ratings go into the calculation. Not sure if such a thing a the club level for bg would be a boon to the usbgf or a detriment to the club.

I general, I think some systems that allows club players to participate in a national rating system based on club play is a good thing.
