I find the idea of mandating what any players do with their time to be offensive in the extreme. Furthermore, it has been my experience that there are more than enough players willing to help others. The real issue is that there are many players, especially new players, who don't WANT help. Why should help be forced on them?
Since this is just a vision, let me offer an alternative:
Stronger players stand ready to answer questions from new players who are interested in what they have to say.
This works very well at the Bar Point Club without any governmental mandate. I am interrupted many times every night with questions, often when I am playing a match. Frequently I am asked questions by my opponent DURING our match. I never turn anyone away. Why isn't this good enough? Why can't I play in the tournament the week after I win? Why is this vision of restricted liberty attractive?
There is something much more important than giving help to newcomers. That is being friendly to them. The newcomer who stands alone in a crowded room is the one who will think twice about returning. The one who makes new friends will be back. Don't force Backgammon advice on these players. Befriend them.
