That is not the way it works in chess, at least in the US. To participate in the ratings systems the club must be affiliated with the federation and the individual members must be members. I am sure that this is, in part, a revenue issue. Most backgammon clubs do not have an adequate source of funding to pay a federation fee that would be the equivalent of the individual member fees.

There have been other discussions related to what is or should be "free" and not free in relation to the USBGF. Running a national rating system that allowed clubs to enter data into the system would have significant cost with it. Software, servers, administration, etc. and the only practical way to fund this would be to require people that wished to be rated to pay for a membership to help fund such a service.

I suppose it would be possible to allow clubs to run tournaments with members and non-members, but only matches between members that had ratings could be reported for the rating system.
