"Packers correctly squib kicked it making Pittsburgh play with the time. Steelers screwed around with the runback plus had the penalty. So they ended up on the 14 yard line or some such nonsense at 2:00 so they did not get to take advantage of an extra play resulting from the two minute warning."
So they could down the ball immediately and preserve the 2:00 minute warning "extra" play. What would they do with the extra play thus gained? Probably they would try to advance the ball. They had a chance to do that immediately with the kickoff return. Why is one attempt so much better than the other? Also note that extra time ran off isn't necesarily bad, they might score with time left on the clock for the Packers.
