I gave this "cross-pollination" problem some thought a while back. My suggestion was to replace byes in our local club with rated matches vs. a bot. If other clubs did the same thing with the same bot, this common denominator would slowly over time shed some light on the relative strength of local clubs.
This idea also carries some tangential perks, including:
a) eliminating byes
b) exposing novices and computer n00bs to the experience of playing a bot
c) building a library of recorded matches for study and analysis
There are complications of course, such as what to do when the bot wins. Here's one idea: the bot doesn't pay an entry fee and doesn't collect prize money. If it wins, the prize money carries over to the following week. This creates occasional events that are "sponsored" by the previous week's participants, thereby generating an added-money incentive to attend. Some people might show up exclusively after bot-won events, but they would be properly ridiculed.
Another serious issue is the drastically increased opportunity for cheating, such as undoing moves and rolls when playing the bot. This would have to be addressed technologically, through something like a keylogger or screen recorder. Each club would need a trustworthy and tech-savvy member to monitor the bot's opponents, but I suspect most BG clubs have a surplus.
